Fred Winans Administrator of the New Life Center Born in Weehawken, N.J. Fred grew up in Shickshinney, Pa. with two sisters and a brother. He spent 22 years in the US Navy in Special Operations. He attended Washington Bible College, Liberty University and Trinity Seminary and College of the Bible. In 1984, he was injured in a parachuting accident and spent time at Bethesda Naval Hospital in Maryland. This is where he met his wife in 1985 and married in 1986. His wife was a visiting teacher from Luzon, Philippines. Both Fred and his wife Floraida have know and loved the Lord from their teen years.
While in Bethesda, Fred visited the Navy's Drug and Alcohol Rehab Training Center and became interested in counseling. He went to school and become a Certified Drug and Alcohol Counselor and Aftercare Program Manager. In 1995,
Fred is striving to finish a Master's Degree in Biblical counseling and awaiting final certification through the National Association of Nouthetic Counseling in Lafayette, Indiana.
Fred retired from the Navy and went to work as a Sheriff's Deputy, supervising at the jail and working for the SABRE Program (Drug & Alcohol Rehab) with the Dept of Corrections. Responding to God's calling on his life, Fred left the Sherrif's Office and went to work for a local shelter as a counselor. But the Shelter Manager found him counseling a client from the Bible and said “We don't do that here.” That was all it took.
The next day he called the Union Mission and, after talking with John Gray and Linda Vaughan, accepted his current position as Administrator of the New Life Center. He says, “I knew God had called me to work in a Christian ministry”, and the rest, as they say, is history.
Fred and Floraida live in the Blackwater area of Chesapeake, with their three sons, Nathaniel, Jeremiah, and Jacob and a nephew they have custody of, Sean.
